Experience:

Twenty two years work experience including wastewater and receiving stream sampling and monitoring; industrial pretreatment program implementation; NPDES permitting; water quality-based facilities planning; watershed monitoring and assessment; TMDL development and implementation; use attainability analyses; and water quality standards development.

Projects:

January 2005-2011: Water Environment Research Foundation Research Council member

May 2005-2007: Municipal representative on negotiated rulemaking for state water quality standards (E. coli, mixing zones, Cadmium aquatic life criteria, Arsenic human health criteria).

January 2005-present: Municipal representative in Lower Boise River Phosphorus Implementation Plan development.

June 2003-2004: Municipal representative on negotiated rulemaking committee for Methylmercury and other metals criteria. Methylmercury fish tissue criteria and implementation plan with updates on 15 other metals criteria.

2000-2003: Snake River-Hells Canyon Water Quality Study and TMDL development. Project manager for water quality study/modeling of Brownlee Reservoir and the Idaho municipal representative for joint Idaho /Oregon Snake River-Hells Canyon TMDL Public Advisory Team. 1999-2003: WERF TMDL Assessment Project Sub-committee member.

2000-2003: Project manager for Lead and Copper Water Effects Ratio (WER) Study. Successful completion and adoption into state water quality standards of Copper and Lead WERs for the Boise River.

2001-present: Project manager for Lower Boise River Temperature monitoring and model development. Data collection from headwaters to the mouth of Boise River with SNTEMP model development for the upper half of the 64 mile long Lower Boise River reach.

1992-present: Representative on the Lower Boise Watershed Council. Group composed of all stakeholders in the watershed. Group formed prior to TMDL lawsuits to develop a long range plan to meet water quality goals and was designated by the state to develop the Lower Boise River TMDL in 1996. TMDL completed in 1998 and approved by EPA in 2000.

1999-2001: Boise City representative on Lower Boise River Trading Framework Development Pilot Project.

2002-present: Project manager for Boise City Pollution Prevention Strategy Development and Implementation project. Multiyear project that examines current and future surface and groundwater P2 challenges and develops a prioritized strategy for development and implementation of phased and targeted P2 activities/programs for residential, commercial, and industrial users.

1994 to present: Association of Metropolitan Sewerage Agencies (AMSA), Member of water quality committee

1996 to present: Association of Idaho Cities (AIC), member of AIC Environment Committee; technical advisor to legislative committee, AIC representative on negotiated rulemaking and similar activities.

1994-present: Idaho Environmental Forum (IEF): founding member of
IEF steering committee. IEF provides a monthly forum on a wide range of environmental issues to environmental professional in Idaho.

1998-present: Southwest Idaho Resource Conservation and Development Council (SWIRC&D), member and past Chair of the SWIRC&D Council.
